Maybe one of the Dell guys could jump in here ... there is too much conflicting info out there to say for sure which generation each part number represents.
If you put in an older board from a different generation, the processors may not work at all on that board.
If you put in a board with an older BIOS, you may need to update the BIOS to support the processors you have.
Will it boot with only one processor?
What model of processor do you have? Which generation of 2950 do you have?

I understand your explain, but I need fast solution, just only to startup system in server and take some data files! Please give me some instructions? Best regards,

Probably. I suspect that there is an incompatibility between the versions of motherboards and the processors. There "shouldn't" be anything else to do.
Did you try a single processor? and you are sure it is installed correctly? There should be some markings on the processor itself that can be used to identify it.
if you can get the service tag number off the new board, punch it into the support page and look at the configuration it was shipped with. You might have gotten a Gen I board which is more than likely incompatible with the CPUs you installed into it.

I wouldn't have told you to boot with one processor if it wasn't possible.
Try booting up with a single processor in slot 1.
Slot 1 must have a processor, so you can only test with slot 1.
