A Nas system was designed to be cheaper than a dedicated file server.
Most are headless, no keyboard, monitor, cd etc = cheaper.
Most use either a cutdown or proprietry OS = cheaper than a full licence.
There are now plenty of small network file servers that you can hook up drives to and do simple sharing.
Or you can brew your own, google 'homemade nas'
