T420 Graphics with iDRAC console and PCIe Video card
We all know the embedded Matrox graphics . Causes lots of remote issues with video. Besides, I need HDMI for my KVM.
So I have found a workable solution to get the iDRAC console to work during boot and use a good video card for the OS, in my case Windows server 2019.
Keep the embedded video enabled and use a VGA dummy plug on the VGA port. This sets up a dual monitor scenario which I can turn off in the OS settings. Best of both worlds.
I use an AMD R7 370 video card with drivers WHQL 17.2.1. The video comes up on the AMD video as soon as the drivers are loaded. I had to install the drivers using the VGA graphics so I could get them loaded and once installed the AMD Graphics was good to go.
Now I can watch the bootup and make BIOS changes via iDRAC. One caveat is you need iDRAC Enterprise to use the console to interact with the system. You can purchase a license and VGA Dummy cheap from eBay.

Hi,
In general, the majority of the older PowerEdge server, yes you need an iDRAC card and also iDRAC Enterprise license. Newer generation PowerEdge, you only need license. To find out more, you can access to the support site to check for each PowerEdge's user guide and technical guide for more in depth.
