T640 will not power on. Aux LED light on mobo is flashing

I have a Dell Poweredge T640 that won't boot (no response from power button).  I have flashing LED's on the motherboards aux led light.  Also the power supplies flash on and off.  It flashes 2x then pauses, 2x over and over.  However I have nothing when I press the power button.  Basically I'm just trying to find out what that light indicates i cannot seem to find it any of the t640 manuals.
