T710 Server ALERT! Power Required Exceeds PSU Wattage

T710 went down over night, displaying:

ALERT! Power Required Exceeds PSU Wattage. Check PSU and system configuration.

ALERT! Continuing system Boot accepted risk that system may power down without warning.

Selected F1, to continue, displaying:

Media test failure check cable, No boot disk available, Current boot mode is set to bios.

Did CTRL ALT DEL for restart, with same screens.

Did power down, remover dual power supply cords from backup battery/surge protector and plugged directly into wall power sockets. Same screens on startup.

Is this a power supply problem or a Raid controller problem, or other?

There have been no recent upgrades on the hardware. The last hardware change was over a year ago to add a new RAID controller and battery.
 
I believe the power supply was at 750W, for each of the two power supplies. The Dell Service Tag number is for the PowerEdge T710.
 
Any information you can provide is appreciated.
