Type the name of the Command Interpreter

I have a PE 4300 that is out of warranty.  The amber fan light is flashing and I'm interested in seeing what has failed.
 
I re-worked the system last year and installed Win2k3 Std manually (no magic Dell install CD) and thus have no utility partition.
 
I tried creating the 4-floppy diagnostics disks to see if they can shed any light on what's failing and get the following message after it tries to boot to Windows 95:
"Type the name of the command interpreter (ie: c:\windows\command.com)"
 
Typing "a:\command.com", "c:\windows\command.com", and "c:\windows\system32\command.com" do nothing.
 
Any other tricks on figuring out what has failed?

Doug,

  Remove the cover and have a look at the fans, there are 3 in a removable assy for the hard drives, and another two in front of the CPU's. a fan that is not turning should be obvious. Otherwise you can install Dell Openmanage server administrator which can pull up the system ESM logs. Oh yes one other thing, on this Server, you get free lifetime troubleshooting over the phone support, so if you cannot figure it out, feel free to call Dell and they'll be glad to assist you with the T/S. They'll even tell you what part number to buy and transfer you to spare parts sales, or at your request they will be happy to issue an out of warranty service call should you make that request.

(Yes I have seen customers pay for a service call to replace a fan, usually something to do with corporate policies, preventing employees from opening the covers)
