- Which monitor? If you want 1 answer for every single monitor option that Dell offers and offered, the answer would be "no" to play it safe.
- Maybe ask in the TechTalk -> Displays section instead of the Poweredge server section.
Also: HDCP is needed for playing high def video. You'll also need an HDCP enabled videocard and OS (XP SP2 or Vista) (and generally a fairly powerful PC). Or are you just wanting to connect a Blu-Ray or HD-DVD player directly to the monitor?

The 'smallest' that I'm pretty sure of that supports HDCP is the Dell 2407 LCD monitor (24 inch).
You'll probably need to buy a new monitor or TV to support HDCP. Without HDCP the PS3 will probably display on analog TV resolution only.

Your monitor can probably do 1024x768 resolution or maybe 1280x1024. If your PS3 has an analog (VGA) output option, you can run at a decent resolution, but it would be analog, and therefor HDCP is irrelevant as HDCP is only for digital connections.

If it's not an LCD flatpanel, it definitly doesn't have a DVI connection.

Is the cable from your monitor more like number 3 or number 4 on this picture? 3 is DVI (digital) and 4 is VGA (analog). Mostly a blue connector is used for VGA, which makes the picture you posted look like it's an analog (VGA) connection.
Edit: here is a better picture of a VGA port. And here is a better picture of a DVI connector.
