Hello

Make sure the system is at the latest BIOS revision. If you did not update the BIOS prior to swapping CPUs then you will need to put the old CPU back in to update the BIOS. If the issue persists then make sure you are using a validated CPU. There may be more than one release of the same CPU model. Specifications and stepping levels may differ between releases. The CPU validated for the R230 is:

E3 1220 V6, 3.0 GHz, 8MB cache, 72w, B0 stepping

If the BIOS is up to date and you are using that CPU then the CPU is likely faulty. You can test with  your old CPU to make sure the slot and system board were not damaged during replacement.
