A couple things to confirm, if you wouldn't mind. Is the server up to date on BIOS and iDrac and the other is if you tested the new dimms individually in A1, or A1 and B1 if dual proc?
We had this exact same issue, take out all the DIMMs except A1, then reseat one at a time until you get stuck. For me is was A8 typically. Not sure why ECC doesn't detect this and move on.
