That always depends on the software, but for the services you mention, I'd go with the dual 1.1s Windows2003 knows how to use them, so it will offload substantial processing to the second CPU. If won't help on things like file sharing and print sharing, since that's more NIC/LAN dependant, but AD tasks will improve.
