usb driver problem

I have a Dell PowerEdge 600SC running Windows 2000 Server with SP 4, 1700 MHz Celeron, 384 MB RAM, with Standard OpenHCD USB Host Controller. When I plug in any type of USB device, get following message: "An error occurred  during the installation of the device. The installation failed because a function driver was not specified for this device instance." Advice on fixing this problem is appreciated!
