No, we do not have digital downloads or physical copies of Server 2003. Once it went end of life we were no longer allowed to produce the media. We ran out of replacement media for Server 2003 a few years ago.

You will likely need to acquire media from the resell market or MSDN. No one should be able to produce the media any longer.
