Assuming you mean a video card, it all depends on which PSU you have in your system. It could be anything from a 300W to a 460W to a 1000W and without knowing which PSU you have exactly, the range of GPUs that can be installed is pretty wide.

Stock Inspiron 3650 PSU is 8 pin proprietary 290W

Optional PSU is 365W

Same thing as Optiplex 9020, Precision T1700, etc.

Max card is 50W TDP Yeston RX550 which is 5x faster and 4gig Ram vs GT1030 but more expensive than a GT1030

Precision 3650 is 300W stock with optional 1000W I think.
