Actually, for non-technical issues, you are better off posting to the Customer Care forum where they have Dell Employees working that one. Dell Cares is just a BOT
The DELL-Cares "Dell virtual assistant" or bot is tasked with ascertaining warranty via the Service Tag number. - This and other private data discussion is always in private message. In public would the non-private troubleshooting. - If in warranty, the case is then assigned to an agent posting under the same DELL-Cares account. - If out of warranty, the message will state this, provide a link to the Dell out of warranty service offerings. At this point the users on the Forum would need to assist in troubleshooting the issues.

I also tried their Twitter, only a boot.
Looks like DELL do not care about its name when it comes to support.
