Hello @Reduce_Reuse_Recycle , if you notice that DELL-Cares asking the service tag to ascertain the warranty, and via private message.  You shouldn't post it here but forum Mod will help to remove it.

For the questions you have, I will help with my understanding about this system:

1.  Yes, you can use the ODD ports to connect to 2 SSD which you wanted to use as boot drive.

2.  Yes, all 6 of SATA ports and ODD ports are SATA 3, running at 6Gb/s.

3.  Yes, you can use the power connector located at the optical drive cage to power up a hard drive.

The remaining information in question 3 can be clear up if you would provide a little bit more about your intended setup.  Here is the spec-sheet for your Dell Precision T5810.  It has (3) drive cages for 3 of 3.5" drives, including conversion of the optical drive.  When you use 1 drive cage for 2 of 2.5" SSD, where do you plan to install the (4) 3.5" hard drive?

Clarification needed for " ...which will be removed along the nvidia quadro k4200 card, be used to power two 4~6TB HDDs".  What you plan to achieve by removing the graphics card?

A SATA power connector can provide upward over 50 watts of power and can be used to power two 4~6TB HDDs as you intended.  A hard drive kit such of this one will provide SATA power splitter along with extra (don't use the molex to sata).
