Part of the problem you may be having is that you have a 255W power supply in the SFF. The card you bought requires 400W of power. Even a card like the GTX 1050 requires 300W of power. It would require a larger PSU to accomaodate a better graphics card or even to run yours properly. The T1700MT had a 365W PSU but I am not sure it would even fit in your system.
oh yeah i forgot about the power requirements ! Im only looking for a graphics card because the xeon doesn't have integrated graphics and the mobo doesn't have and HDMI so even if i did go and buy an i5 or i3 i would still need a gpu with hdmi or convert display to hdmi
