Since this is an on-board component, I'm guess the only way to 'solve' that is to replace the mainboard.
1) Is this solved by replacing the Mainboard with a motherboard that has ME enabled or are there other components that need to be replaced as well?
2) In the case of a new T5610 motherboard.. How do I know if ME is activateable ? I wouldn't want to buy another mobo on ebay and find that it had 'ME DISABLED' as well.
3) Are there specific motherboard revisions for the T5610 that I should look for? Most of the board out there seem to be of this revision: WN7Y6

Please check on Boot Menue ( Pressing "F12" while Dell Logo appears on boot screen )
AMT is only available on your mainboard if you find a menue point like
"Intel(R) Management Engine BIOS Extension ( MBEx )"
otherwise no AMT was sold with your system and AMT not available.

Hi,
I am re-visiting this subject (it's been a few months).
When I opened my T5610 and looked at the cover, I noticed a '[3] ME DISABLED'.
(This is described here : https://www.dell.com/support/article/us/en/04/sln143077/manufacturing-management-mode-settings-guide-intel-amt-on-dell-systems?lang=en)
