Precision T7500 Wake On LAN

Hello, I own a Dell Precision T7500  if you need further information) which came with a Windows 7 Pro licence.  I have recently decided to upgrade it to Windows 10 Pro. There has only been 1 issue : I can no longer use the Wake On LAN option to start it up when the PC is shut down.  Nothing has been changed in the BIOS and looking into the options in the Device Manager, everything checks out. What I've noticed behind the desktop is that the lights of the Ethernet port aren't ON and blinking permanently, as it used to be while it was Windows 7.  At this point, I have no idea what might be causing this outside the recent Windows 10 upgrade, which doesn't seem to me like it should be causing this. Precision : the lights of the Ethernet port aren't static and blinking when the PC is shut down.
