Precision T7500 temperature & fan questions

I have a Precision T7500, dual  X5687, 48 GB ,WIN 7 PRO.
 When running apps that load the processors heavily, HWMonitor reports CPU 0 core temps of up to 91C. CPU 1 core temps are up to 84C. Other temp apps report similar results, and exhaust out the back is quite warm, so the CPU temps appear fairly accurate. When at idle, CPU  temps are in the 25-30C range.
System fans never seem to vary speed at all as temp rises.

Are these temps normal?
There appears to be no way to adjust the operation of the fans. Is this so?
System is clean inside & out. No airflow obstructions in or near case.
Updated the BIOS from A16 to A18, with no change.
All drivers appear to up to date.
Passed all tests with Preboot  Diagnostics and SupportAssist.
Tried installing Speedfan - it controls the fan speeds well, kept all temps at 63C or below, but causes spontaneous reboots. Uninstalled Speedfan.

Any suggestions or recommendations for better temperature control? Its a very good & reliable system. I'd hate to damage it with overheating. I'm trying to find ways to throttle processor-intensive apps to keep the temps down, but I really believe the system should be doing more to control rising temperatures.

Appreciate any insight or recommendations you can share.

Forgot to mention - CPU 0 has the high-performance U402F heatsink.
New thermal paste was carefully applied several months ago, with little apparent improvement.

Hi @Sparky00,

By any chance have you tried HWiNFO64?  Some people have tried it when all else failed.

From Tom's Hardware:  "I find that HWinfo64 is the most reliable. I get a lot of inconsistencies with HWmonitor. Aida64 doesn't give as much information as I would like, but I keep it to compare with HWinfo64."

Here's some choices:

In my system (see the blog above), the sound of a Noctua 90mm fan running at 2000rpm is not noticeable, and it's able to keep my well into the safe range (even my crazy upgrade to a 150W TDP CPU )
