Ok here's what i deed.

1. Remove all memory modul and install it one by one. 

2. Swap the processor and use only one processor at a time.

3. Measuring CPU Voltage on Ran and CPU i got ZERO Volt.

4. Remove All Pcie Card and Video card.

5.Remove Bios Chip and read the bios using MINiPro Programmer.

 

Any sugestion??

From the manual for LED's 3 and 4 

If it isn't memory, I would suspect power supply

Memory modules are detected, but a
memory power failure has occurred.
If two or more memory modules
are installed, remove the modules,
then reinstall one module and re-
start the computer. If the
computer starts normally,
continue to install additional
memory modules (one at a time)
until you have identified a faulty
module or reinstalled all modules
without error. If only one memory

I would suspect the power supply.  Unfortunately the only true way to test is to replace it with a know good power supply.
