Precision 5540, touchpad freeze, energy mode, #3
I'm having the exact same problem on my Precision 5540. This is also happening on Windows 11 21H2 build 22000.176. Very frustrating that you have to press the power button twice to get the touchpad back in a functional state. I am currently on the latest bios version 1.13.0. All drivers have been installed/updated via Dell Command update as well as multiple clean installs of Windows. Nothing prevents this from happening - and will consistently happen if I leave the laptop and allow the screen to black out for some period of time - usually an hour or less - sometimes in as little as 3-5 minutes.

Further information. This issue appears when the 5540 is operating undocked, with no external monitor. When I have the 5540 on my desk with the TB19 dock and external monitor connected, the monitors turn off after 1/2 hour, and the touchpad issue does not occur when resuming and logging in. But when undocked, whenever the monitor turns off, the touchpad fails and becomes mostly unresponsive.

Same problem. This issue is not hardware related. The touchpad work great but if I hybernate my pc, when I restore sometimes, not always, my touchpad has strange behavior. If I move the mouse it moves since I keep any finger on the touchpad. If I remove my finger the pointer stops moving (correct) but then, for few seconds it doesn't respond. If I wait some seconds then it starts moving again since I remove my finger and then it doesn't respond again for few seconds. If supposed it was the mouse component but today I realized it was just the touchpad. If I move the pointer using a mouse or the touch screen, it moves normally. This issue started many months ago, and in this time I've updated Windows and drivers many times. I don't remember which driver I've updated but all those that were suggested by supprtassist and Microsoft. For me is not a big issue because if I restart the pc all comes back to normal, but if there is a solution I'll appreciate a lot.

I too, have this problem. The synaptics touchpad was replaced by dell but did not resolve the issue. Some random combination of AC power to battery power or sleep wake cycles does it. Touchpad responds immediately if I click its mechanical button, but there is a two second delay when touching it before it starts responding.
