Not sure what the technician did and without the make and model of your computer, I'll try guessing.
Since the printer was reinstalled, you need to Update list of applications to send scans to on each computer. This will give you more options to send scans to and allow you to remove the ones you don't use.
With the computer online, first try inserting the printer disk, choose network and follow the instructions. This should install everything like it was.
Since you mentioned the Dell All-In-One Center, using network, you should be able to use the printer to scan. You'll need to Update list of applications to send scans to, again but it should work this time.
Thanks. I have an Inspiron 530 desktop. I do not want to use the printer at all for adjusting scanning and copying. I want the entire All-In-One Center back on my computer so I can use it like I used to.
The Dell All-In-One Center is in the drivers package. If the technician installed it correctly, the Dell All-In-One Center would be there. If you want to use the Dell All-In-One Center first, then you'll need to connect the printer with the USB Cable.
Scanning
Scanning using USB connection, open the Dell All-In-One Center, click on scanning and copying and scan from there.
Scanning wirelessly, use the scan buttons on the printer.

Try scanning from the printer. It will ask for the computer, then should give a list of applications to send scans to.

Thanks. But I feel that I am not getting the same options on the printer that I did on the computer, like more scan settings, etc.

Sounds like you want to try this first.
Make a system restore point. That way you can come back to what you have now if problems happen.
Run Delete Print Jobs to remove any stuck print jobs in the queue.
Disconnect the printer.
Uninstall the printer.
Restart your computer.
