How to access Laser 1700 Embedded Web Server

I am trying to apply a firmware patch to my Dell Laser Printer 1700.  It is connected directly to a USB port on a Gateway computer with Windows XP.  So it does not have an IP address.  But the installation instructions for the patch instruct me to access the "Embedded Web Server", by entering the IP address into a web browser.  

 

Is it possible to access the Embedded Web Server of a local printer that has no IP address?  Or is there a different way to patch the firmware?
