Unable to setup Scan to PC as user

We have a Dell 2355DN on the network. When we run the Scan Manager as a standard user to add the pc to the list on the printer it comes up with "fail to create the scan to pc task".

If I run the scan manager as administrator it works fine but it then points to the administrator folder not the users. At this point I am assuming the scan manager program was written assuming users had admin rights (really bad practice for any end user product).

I can make everyone an admin... set up the scan to.. and then removing the admin rights but on 50 machines thats a HUGE waste of my time and the clients.
