I'm almost sure it's NOT HP. HP printers prices are much higher than Dell. And also, look at this link:

I think it's Lexmark who does it for Dell. At least some inkjets are made by them.

Samsung also makes some of the Dell's printer.  Compare the 1600n and 1700n to Samsung models and you will find that they are almost identical.
