Same problem. DTC disables my System Restore and I'm unable to enable it. On this forum trying to figure out how to do that.

Let's rule out a Malware Infection because you do have some of those symptoms.
Go over to www.spywarehammer.com and register.
This is a Malware Removal site that I am associated with and know the people that work there. They're all top of the line Malware Removal Experts.
After you register, read the directions on how to have your system checked out.
