You may have the file encrypted. Locate the file through Windows Explorer or My Computer. Right click and choose properties. Click the Advanced button and see if the check is there for Encryption. If so, remove it.

Thanks for that, however the problem turned out to be Nortons AV.  It has an office plug in which when enabled stops you editing embedded objects.  So I  have disabled the plug in and now everything works OK.
