Error message “Memory data line failure” is related to memory issues. Microsoft Visual Studio products can never give an error message like "Memory data line failure”. I would suggest you to reseat the memory modules to ensure that your computer is successfully communicating with memory.
If issue still persists then run Dell Diagnostics. In order to run Dell Diagnostics from Hard Drive, follow the below mentioned steps: 1. Restart your computer. 2. When the DELL™ logo appears, tap immediately. 3. When the boot device list appears, highlight Boot to Utility Partition and press . 4. When Dell Diagnostics Main Menu appears (see Dell Diagnostics Main Menu), select the extended test. If you get any error code, reply with the error code.
You can even refer to the manual of Dell Precision 690 mentioned below which indicates this error message relates to memory issues:

I reseated memmory modules and stil i have this same message . When did not skip any test i have always this message .
