What is the model of your Dell and do you have Windows 8.1 64 Bit installed? Office 2013 64 Bit will only run on 64 Bit Windows while Office 2013 32 Bit will run on 32 Bit or 64 Bit Windows.
Also do you have any other Office 2010/2013 products installed? If they are 32 Bit and you are trying to install 64 Bit OneNote or vice versa it will flag up the error message. The entire Office suite installed must all be 32 Bit or all be 64 Bit.
