Outlook Express multiple email accounts don't work

I am using a Qwest DSL connnection to a msn hotmail server for my email.  My original email account seems to work fine.  After many hours of exhaustive phone calls to Qwest and MSN support they say I have a problem with Outlook Express (v6.00) and that I need to call Dell or Microsoft.  I have set up 3 additional email accounts using the identical procedure as the main email account.  None of the secondary accounts work at all.  I get a the two following messages
 
The service is currently unavailable. Try again later. Account: 'Johns Mail', Server: 'http://oe.msn.msnmail.hotmail.com/cgi-bin/hmdata', Protocol: HTTPMail, Server Response: 'Service Unavailable', Port: 0, Secure(SSL): No,  Error oX800CCCF0  saying the service service is unavailable.  MSN support didn't have a clue. 
 
Unable to poll for new messages on your HTTP server.  Account: 'Johns Mail', Server: 'http://oe.msn.msnmail.hotmail.com/cgi-bin/hmdata', Protocol: HTTPMail, Server Response: 'Service Unavailable', Port: 0, Secure(SSL): No, Error Number: 0x800CCCF0
 
Please help, is there any intelligent life out there??

When this happens, it is usually because the secondary accounts are not correctly entered.  You have to use the original account setup for each new account but name the account as you wish in OLXPRS.  The password/user name remains the same as in your original account.  If  you do not do this, the Quest server can not recognise the accounts you add as allowed from your account privileges.  If your first Email address works, there is nothing wrong with OLXPRS..  For example, your original account may be listed as popserver.x@m.com, with a name like Mymail.  A second account is set the same but has a different name, such as Yourmail.  I hope this is clear.

The original acct might be allowed because it existed before OE stopped retrieving Hotmail unless it is a paid acct. The new accts don't qualify and you will have to use your browser to retrieve mail from them. http://support.microsoft.com/kb/878462

O gosh!, I didn't realize the problem was a Hotmail account.  Unless you buy the delux Hotmail, you can't send it to a Pop mail account except for grandfathered accounts.  I don't know what the rules are for Yahoo or other webbmail services.
