RTC keeps the time accurate in the BIOS. Windows also uses this clock for a base time and other Operating system functions. RTC test failed means the Real Time Clock test failed. This may require a part replacement.

I have also received the same error (WSB01-HFZ) and was informed by Dell that it is a mother board issue.
