Roxio Creator De 10.1 failed to load configuration file on Inspiron 1525 laptop with windows xp

I have a Dell Inspiron 1525 laptop that came preinstalled with windows xp and roxio creator de 10.1 software.  Everything works fine except for the Express Labeler program (version # 3.2.2.15) which give a "FAILED TO LOAD CONFIGURATION FILE" message everytime I try to run the program.  Yet I have installed the same cd on another pc with the same version of windows xp and the label program works fine.  When I called dell about this issue they told me it was a configuration problem and that it would cost me $69.00 for 3 days for them to tell me how to fix it.  So far I have only seen 1 other thread on this issue without any resolution whatsoever.  Is there anyway to get this very annoying problem taken care of???  I have done several clean installs and reinstalls according to the recommendations here in the forums.  Any help would be greatly appreciated.  Thank you!
