Service code / Express code (Express.exe)

 I had to reformat and now the express code shortcut in my start menu is gone. I also looked in the Dell folder and the program Express.exe isn't there. I have all the disks that came with this computer is it on one of those?  I've looked but  haven't seen it on any of them yet. Does Dell offer a download for that program on there website?  Please Help
