Trend Micro Pc-cillin Internet Security program problems

This was the pre-loaded software that came with my Dell Inspiron 1420 when I bought it. It has not worked since my purchase. It always shows as
"loading" which seems to make it invulnerable to being uninstalled or deleted. It can't be reconfigured or altered by any method I've tried and I've tried uninstalling via Control Panel, trying to to open with the link in the Start Menu and manual selecting the files in the directory and deleting. It is obviously not working and won't allow the install of new antivirus software although Security Center states that it is turned off and won't allow to be turned on.

I am running Windows Vista Home Premium which was standard when I purchased my computer directly from Dell.

I would appreciate any help if someone has experienced the same problem and found a solution for it. I unfortunately waited beyond the duration of my support subscription due to a 6 month hospitalization as well as a bit of "ignorance is bliss."
