It sounds like Outlook Express is corrupted. If you are using Windows XP see if you can replace it with system file checker. Go to Start|Run, enter
sfc /scannow and click OK. You may be prompted to insert your Windows XP reinstallation CD. (Note that there is a space after
sfc.)
If that does not resolve the problem, reinstall Outlook Express using the procedure given
here.
