Brand new DVD+RW says write protected can't backup

Wanted to back up system, inserted brand new Maxell DVD+RW in drive and message to format disc, click format disc (but don't understand why since it is new), unable to format write protected.  Clicked properties and could not find an option to turn write protection off.  I have searched the internet with no luck. 

Inspiron 1525 Windows Vista 32-bit with DVD+/-RW drive

I can use Windows DVD Maker and burn video to it that way, but when click backup utility, the above is what I get, doesn't make since.  Please any info.  Thanks
