HD 60Gb? or 50Gb?

I configured my M1210 with 60Gb HD 7200rpm. When I go check my C: Drive for properties it shows me that I have 49Gb capacity. There are no other drive available except my DVD drive.

Queston:

1. Am I shortchanged by 10Gb
2. Based on below, it seems drive is partitioned by so much, yet, if I go check My Computer the partitioned drive do not show
3. If it is truly partitioned how would I have it shown in My Computer
