You'll need to contact your reseller -- there is no Dell direct support in Pakistan.  All support is handled through third party dealer/resellers.

Dell doesn't lock hard drives.  If the password was set by you or a user at your site and is lost, Dell's assistance will remove the CMOS portion of the password, but not the one stored on the hard drive.  If you get the CMOS password cleared, the cheapest next step is to replace the drive with a new one.

If you need the data on the drive, you'll need to ship it to a recovery service -- the password is stored in a user-inaccessible portion of the drive and cannot be removed by the user.

If you're certain the drive was never password protected, then it has failed - it will need to be replaced.  Be sure there's no CMOS password on the hard drive -- if there is, and you replace the drive, the replacement will inherit that password.
