Power button does not power up hard drive, but reset does
Dell Dimension 4100, when booting up, the hard drive does not get power, only the Dell logo, then "insert boot disk into drive A," BUT if I then hit the reset button, it then boots up properly.
This works on both a suspect hard drive, as well as a brand new drive. Checked all connections, tried cable select and master, tested new drive on another machine, works fine, old drive still suspect (but that's another problem)
Any thoughts?

That is often the sign of a power supply going bad . . try restarting with the power button and see if the second time works . . if it does, the power supply is likely on the way to heaven.

You sound as if you've done some thorough work already, but you might try this:
Enter BIOS (DEL) and default settings (F9). Right arrow to the 'advanced' page, then down to 'boot config', press 'enter'. Change 'reset configuration settings' to 'yes'.
F10 to exit saving changes and enter.
Should clear the configuration in the NVRAM and cause re-detect. Hopefully it will clear up.
