Start up disk for windows 2000 professional

The reason is because I had a problem getting the computer to boot up.  I do not have a startup disk when the computer was reset.  When I had a stop error and several other errors, I could not get the computer to start in safe mode or otherwise.  When I reset with the sp4 disk, i've tried to run a repair using the 2000 windows pref sp4 disk and could not repair the computer.  I had to completely wipe the c drive clean, losing all of my data.  I had most of the programs already on disk but some of the others, i had to get off the web.  Now I have all of the programs on disk, but when the computer "crashes" I have no way to restart the computer.  The only other way that I can think of is to "reset" the computer and start all over again.  Which I have done 4 times.  The computer that I have is a dell latitude cpi, only a 40gb c drive, cd-rom and battery pack, no floppy drive.  What I actually need is an emergency repair disk with a dos boot in case the computer was to try and crash on me again.  In the bios settings, I can change the start up from hdd, cd, pci slot, usb and others, but I do not have a dos disk for it.  It burned in a fire with the trendnet wlan and lan card install utilities.
