I know that i should make a partition on it and actitive it but i don't have a boot disk, Where can i download it? or what else can i do to install a fresh window xp copy in a new hard disk?
You can boot from the XP CD and the setup will start from there. On most Dell laptops, you press F12 at the bios screen and you will get a "boot from" menu. You could also change the boot order in the bios setup.

It would help immensely if we knew what model laptop. If you want the W-XP Setup Utility Disks anyway, this is the link.
