XPS is unable to detect my seagate 4tb external hard drive

My XPS 9100 (running win7) is unable to detect my Seagate 4tb expansion hard drive.  I have tried plugging it into the usb 2 and the usb 3.  None of them work.  It also doesn't show up under device manager.  The hard drive is formatted correctly, as my laptop that is running win7 is able to detect it and roughly 3.75tb of the available space.  I have updated all of my drivers, including the BIOS.  I'm not sure what is causing the problem.

I have a 3tb connected to an old OptiPlex 320, but the connection is eSATA, the port must be enabled in the BIOS and the drive must be active at boot time to be recognized.

I had a 4tb Seagate working in a 3100 under Windows 8, but again it was connected via SATA.
