dvd drive not found Inspiron

The dvd drive was working now it stopped. The drive is in the device manger but has an excalmation next to it. If i put a dvd in it sounds as though it spins but then nothing.

The error message is:-
 
Windows cannot start this hardware device because its configuration information (in the registry) is incomplete or damaged. (Code 19)
Click 'Check for solutions' to send data about this device to Microsoft and to see if there is a solution available.

Look in the Device Manager .........

Click on the (+) next to DVD/CD-ROM drives.  Right-click the drive and select Properties.
Is there an Error Code (number) present?

Try this Dell Article for removing the Upperfilters and Lowerfilters
in the Registry here .............

Disregard the reference to Roxio.
