The hard drive has failed and needs to be replaced. If the system is under warranty, report the error and validation code to Dell and they'll send a replacement drive.
If the system is out of warranty, you'll need a new 2.5" SATA drive of the same height as the original (or slimmer, though that may require an adapter). Once you replace the drive, use your recovery media to install Windows and your backup media to restore your data.
