trying to access HDD on optiplex sx270

I was given an optiplex sx270 and when pc is powered on, I receive the error message "A kernel file is missing from the disk. Insert a system diskette and restart the system."  I discovered in the setup menu that I am unable to load resource cd because cd-rom device is not installed. I tried to run resource cd via usb external device but discovered usb device is not installed either. And to top it all off, I don't have a floppy drive. Is there any other way that I might be able to access the hard drive in order to reformat?

A bootable USB memory key with FDISK and Format and such.

i also have an optiplex sx270 but i have no resource cd, and though i have 2 machines that i did buy from dell this one was given to me. so i cant seem to get the d/l of the drivers. i need the audio, video and ethernet drivers...anyone have any ideas on how i can fix this? the machine boots, i even installed windows xp but my copy of windows xp doesnt seem to have the drivers i need, though if i could have had the eternet driver i may have been able to log onto online to get the rest. i welcome all suggestions.
