Inspiron 24 5490 AIO, hangs, cannot access BIOS settings
Something has happened I am on the latest BIOS firmware, but that did not cause this. When my machine boots it hangs. It's a new-ish 9 month old machine. During boot, I get the Dell Logo and then at the upper left in green text it flashes -
"**** HEADLESS OPERATION ACTIVE ****"
and then -

Start PXE over IPv4 on MAC:
Then hangs until I hit ESC. Then -

Start PXE over IPv4 on MAC:
PXE-E21: Remote boot cancelled
and then it boots up to Windows. I cannot get into the BIOS settings to look around? I am holding F12 to access BIOS. What is happening and what am I doing wrong?
Thanks in advance for any help.
* Turn the PC off
* Plug a wired USB keyboard into the rear black USB 2.0 port
* Turn the PC on and immediately tap the F2 key to enter the BIOS
* Set the Boot Sequence settings in BIOS to give priority to HDD/SSD. Remove the option to boot from Network or WiFi
