From Both Machines Delete Dell data assistance folders below, Make a note that some folders may have been deleted already 

C:/DDA 

C:/Program data/DDA

C:/Program data//Dell data assistance 

C:/Windows/Temp (Delete everything inside this folder) 

Reboot both PCs, make sure they are on same wifi, or use ethernet if you have that option available. 

Delete old installer exe from from old machine and download a fresh exe from 

https://www.dell.com/en-us/shop/servicesforhome/cp/migrate

If nothing works get a refund of dell data assistance, it only transfer files. You can do it via external hdd which will cost as much as dell data assistance
