Thank your message. Please try the steps provided in the link shared by JOcean.
If the error persists, please delete all files, services, and applications related to Dell Support Assist, Dell Support Assist remediation service, Dell Assist.
Download & save Dell Support assist from this link & save to your desktop screen. Install the application in elevated mode & then restart the computer.

Installing as admin makes zip difference.
Still stuck on "getting application files"-- ZERO network activity. None.

This method dont work in the newest windows 1903 build.
It is up to Dell/MS to fix it since you cant install SA on a pc with a administrator account. It should not be neccesary to create a new group folder.

I had the exact same issue. I checked the event log and found the following:
Turns out that since I'm using a Non-English Windows version (Dutch in this case), the Users group is called "Gebruikers" and thus not found by the installer. I then found the solution on the Gaaiho support website, which is just creating a "Users" group:
1) Right-click on My Computer and select Manage.
2) Open the Local Users and Group tree.
3) Open the Groups folder and search for a profile named Users. If not found, right-click on the Groups folder and select New Group. Type in Users (case sensitive) as the New Group name and select Create.
4) Close the Computer Management window, restart the system and try to install SupportAssist again.
For me this completely fixed the issue

To specify it is not an option to create new group folders like described in the tutorial on Windows 10 Home edition.

This fix worked for me. What a shame for Dell that they push out software like this.

Interesting. Witch Windows 10 version are you on? I am on I am on WIN 10 Home version 1903 (OS build 10 v1903 build 18362.329. The solutin dont seem to work on my version.
Regardless, it should not be necessary to do this kind of tweaks in order to install a program that is designed to help....

A) i cannot install this software and b) most likely because the stupid DPO Policy crap software keeps killing my machine with Bad Pool Call and BSOD. Checking the reliabilty log every single windows shutdown is preceded by this DPO software.
None of the Dell software shows as installed even though there is directories full of it so i cant uninstall and if you try to delete it states its in use.
Almost rendered my new machine useless
