SupportAssist is failing

My computer is completely messed up.  One morning I see it is on the BIOS screen, and I've never been able to boot since then.  I had ubuntu running on a dual boot as well.  That was also failing to boot.   I wanted to do a complete reinstall.  But...

SupportAssist OS recovery gets stuck on the "Loading" status.   I then tried SupportAssist through USB.  Same problem.  Then I tried just downloading the image of the OS from Dell, and then the machine just turns off.

Is my machine fried?   Nothing is working here.  The diagnostic tools show everything is fine.
