Can you check if the following error is in the event logs? If so this is a known MS defect and you could try the workaround in this thread
The following error messages can be found in event log for this issue (Event Viewer > Applications and Services Logs > Microsoft > Windows > Apps > Microsoft-Windows-TWinUI/Operational):
If the above error exists or not, you should be able to launch via the command window and create your own short cut. Possible workaround could be to upgrade the OS.
Workaround to launch.
Open a Command Prompt (Admin), and type:
1) cd\
2) cd C:\Program Files\Dell\SupportAssistAgent\bin
3) SupportAssistUI.exe Launch
ISSUE
This issue has been observed when the Windows registry gets corrupted (possibly due to multiple installation/uninstallations, among other potential reasons) and has been identified as a Microsoft defect that appears when the OS is upgraded from RS3 to RS4. The issue appears to stem from a defect where the normal Microsoft process for managing Registry cleanup procedures fails to uninstall the appx installation packages from the system upon completion.
